Clubs and referees need to have all appropriate red card paperwork

 

 

 

 

(504.3) and protocol: game report, supplemental, both rosters and

 

 

 

 

witness statements.

 

 

 

 

All paperwork must be sent to state office who will file charges.

 

 

 

 

Threats are taken seriously.

 

 

 

 

There was a recent Issue in U9 game at Hunter's Creek with 3

 

 

 

 

referees being threatened with possible gun violence.

 

 

 

Referees are to follow proper protocol: they are not to speak to

 

 

 

 

parents. They are to address the coach of the team in question.

 

 

 

 

Coach is in charge of telling the parent to leave the game. If parents

 

 

 

 

does not, then the game is stopped and forfeited.

 

 

 

Rhonda shall provide Mike Hyatt all paperwork needed, who in turn

 

 

 

 

will post in GCF website.

Maitland: This Club has a Referee evaluation report that every coach

 

 

 

 

completes and submits after each game. This is then given to the

 

 

 

 

DOC who in turn gives it to the Assigner.

 

 

 

Deltona: Suggests Referee Assigners be present at each monthly

 

 

 

 

meeting. GCF is not able to mandate this, however Clubs may

 

 

 

 

request/invite their assigners to any and all meetings.

 

 

 

 

Mike Sroka suggests they ought to attend a meeting once per

 

 

 

 

quarter, especially prior to the beginning of each season.

Build Out Line:

 

 

 

 

Referees and Clubs should be passing on information regarding this new rule.

 

 

 

Lots of clubs/referees are confused and many are misinterpreting this rule.

 

 

 

St. Cloud: lots of confusion regarding the word "Punt". Distance kicked is

 

 

 

irrelevant. UNLESS a new rule is brought in that states first pass needs to

 

 

 

remain behind the line.

 

 

 

 

Keeper has option of holding ball and waiting until all have retreated, or

 

 

 

throwing it out to play.

 

 

 

 

It is like a free kick: ball cannot be in motion prior to kicking.

 

 

 

This rule is being decided by GCF for the time being. At a later date, FYSA will

 

 

 

evaluate it and review it and decide if this will remain in place (all or parts of).

 

 

 

Motion to amend Build Out Line Rule:

 

 

 

 

1. First pass must be made to a teammate inside the Build Out line

 

 

 

2. Ball must be placed on ground before being played (not be in motion

 

 

 

prior to kick)

 

 

 

 

3. No punting/drop kick/bouncing

 

 

 

 

4. Opposing team cannot cross the Build Out line until second player

 

 

 

touches the ball. Ball is not in play until 2nd player touches the ball.

Has received complaints regarding games being "mercy ruled" by half-time.

 

 

 

Request that a conversation is held with coaches about making teams pass or

 

 

 

placing best scorer in goal so that a complete game is held.

 

 

 

 

Clubs who have two teams in a "pool of players": both teams ought to play in

 

 

 

same division, otherwise it is unfair for higher division players.

 

 

 

 

4 teams have withdrawn - Clubs in question will be sent an invoice.

 

 

 

 

FKK declared U13 Division 3 team that does not exist. Games vs this team will

 

 

 

need to be rescheduled.

Rosters should be done weekly. Rosters must be in color.

 

 

 

 

Suggests to always collect opposing team's roster and actually review it.

If

 

 

 

there are any red flags, send roster to GCF.

 

 

 

 

If opposing coach is reluctant to provide a roster, please provide that team

 

 

 

code to GCF to look into why this might be the case.
